Contains certificates of service issued to veterans of the Civil War (or their families) in Ohio. Each certificate includes date of issuance, veteran's name, age at time of enlistment, rank, company, regiment, length of enlistment, enlistment date, place of enlistment, name of enlisting officer, date of muster, place of muster, name of enlisting officer, and remarks. Also includes related correspondence.

When Mexican and Civil War soldiers mustered out of service, many regiments turned their flags over to the state of Ohio. The General Assembly authorized the purchase of glass cases to display battle flags in the Statehouse. The battle flag collection increased as flags from the Spanish-American War, World War I and World War II were deposited. By the 1960s the flags were in poor condition.
